It used to be where the DPWH's Bureau of Materials and Quality Control squatted. none of the employees there knew of its history, they just used it as office and laboratory for construction materials testing ah oh yes, they maintained a small commune of live-in employee residents there before it was transferred to EDSA, Quezon City
